After more than a century in what is now the Dominon State of Yimmen some tribes moved down to the mainland, west of where is now Sanzoriland. The Kupnicara Confederacy is a conglomeration of tribes which formed a single nation in the face of a war with another group of tribes.
These tribes spread out and flourished in their new land. However, they began to have contact with tribes spreading west from Sanzoriland. With tribes having settled on Koneg speaking many languages, their time apart made communication even more difficult, resulting in skirmishes between the tribes. eventually, this escalated to all-out war, where the tribes which came from the north banded together to form a confederacy and fend off the attacking tribes with a unified front.
Within the confederacy there is still variation and clear delineation between the different tribes. The confederacy is lead by a council, with three members from each tribe sitting upon it. One member among them is elected to lead the council. Upon being elected by their fellow council members, they forsake their own tribe, leading not for the benefit of what was once their tribe, but now for the benefit of the whole. After this, their tribe then send a new third member to replace them on the council.
