The Universals are the gods who created the different universes within the multiverse. They continue to regularly create new universes.
Some Universals don't often actually sculpt the universes they create, at least not to the extent of planets, life, etc. That being said, some do take a more active role in experimenting with specific conditions of how their universes come about. In some cases, this is done by working with The Old Gods, their children, but in others they do it independently.
The Universals do occasionally choose to interact with the the lesser beings within their universes. Generally, this is done simply out of interest or to investigate the results of any experimentation they have conducted.
